"Ruarua.ru" is one of thousands of nasty browser games infesting the "free" section of Steam, but it's not really free, and it's not really a PC game... this is a glorified webpage.
This is basically a godawful browser clicker/incrementer with a toxic cash shop because you need to pay cash money so you can click more. This is the shocking state of the gaming industry right here... this is why Valve needs to go back to doing quality control before letting garbage on the store.
There's only a superficial "game" here. The game visuals and the game itself are incredibly shallow... think of them as the cabinet dress theme on a poker machine at the casino. That's basically what this is. So really, this webpage is just a veneer wrapped around a nasty, predatory mobile app-like real money transaction cash shop.
Putting that toxic mobile app tier monetisation aside... this is a webpage. I didn't spend thousands on a gaming PC so I could browse the web, and I don't think you did either... Steam isn't here to compete with Firefox and Chrome. The presence of this game on Steam is just a desperate attempt from a shady web developer to try scam a wider audience, an audience you certainly should not be part of.
As with all browser scams, you're forced to sign a highly questionable yet legally unenforceable End User License Agreement... for such a relatively low effort, low quality webpage, this is specifically designed to invalidate your consumer rights and destroy your right to privacy. This agreement includes questionable requirements that may attempt to revoke consumer law protections that gamers expect to have, which is also highly problematic. Developers must learn they are here to serve gamers, not control them. I had my cat walk over the keyboard while the EULA was displaying, which fixed that problem for me.
This was made as an "Electron" container, which, if you're curious, is a web application bundled with a chromium browser to present the HTML/Java content that makes up the game... so basically this is a glorified web page that the developer has dumped on Steam. It was designed and intended for web browsers and mobile phones. It can't be considered a true PC game.
Now on to pricing and value for gamers.
In terms of public reception, this failed. There's over 130 million unique gamers visiting Steam every month. SteamDB showed the game peaked at only 6 concurrent players... this is a dismal public reception. This was so bad they couldn't even give it away.
Bearing in mind that free games don't add +1 to your game collector count, should you bother adding this to your library and downloading it?
Nope. There's no up front cost here, but I still feel like I got ripped off, and I didn't even spend any money. That's how bad this is.

Warning: Third Party Account
This game requires you to create a third party "Ruarua.ru" account... there's no valid reason for this in a PC game when SteamWorks is available. This is often done to harvest private data and profile you, with potential sale and transmission of your private data to third parties. The developers will probably argue that you can trust them, but if they were trustworthy they wouldn't demand you create a third party account.
This represents a considerable risk to gamers due to the privacy and security implications of developers that wish to bypass Steam and harvest user data. Remember, sometimes if the product is free, YOU are the product.
Warning: Microtransaction infested browser game!
This game is infested with a toxic mobile app style cash shop. You will be prompted to and expected to give money to the developers through this cash shop to buy in-game goods so you can play the game.

I really wish I could like it and it had more activities in early game. Reminds of early days of Monster Warlord, but cut ten times and then slowed down.
Getting a single click once in half an hour is diabolical. And that's with "Novice boost". Sht is crazy. Also, if you will be "playing" it, by which I mean idling so much and so rarely that on a deathbed you probably get to access the second zone, do it in a browser from the phone. UI is smooth and responsive there compared to the desktop version.
For a mostly text based game having a several second delay for actions is weird. The best way of active progress, free mode, is gatekept by weird design choices and sped players that will go out of their way to camp the starting corner just to fk up the lower levels. Too cringe
