It may be free to download, but the FIRST thing they ask for is real money. Do not be fooled, this is a game client for real-money casino games, disguised as a steam game. It's a dirty tactic and I hope this "developer" gets banned soon, there's no age restrictions, they're making this game accessible to children. "Free to play" is a lie, it's free to download. Stay away from this "game".

What players are saying
Warning: Online gambling scam!
Spin City is quite simply a mobile/browser game with gambling, intended to prey on gamers. While it's advertised as "Free" to play, it isn't, you must buy "chips" to continue playing after you inevitably lose... after all, odds are in the houses favour (and the houses bots). The developer claims it's not gambling because you can't cash out, so all the money they try to coerce you into buying "chips" with is gone for good. I don't see how that's better or worse than just going to a casino. I'm at a loss for words at how such an evil, unethical system as organised online gambling could jam its foot into the door here on Steam, at a time when loot boxes and other anti-gamer, predatory exploitation systems are being investigated by governments around the world. There's plenty of accusations of unethical fixing of the odds here, and while they're not substantiated, I find it difficult to believe these people peddling gambling and trying to inflict this on the innocent population of Steam gamers on PC are bastions of honesty and integrity. So if you think sending thousands of dollars to these people for virtual chips you can gamble away is a good idea, maybe give that some introspection before buying any of the chips they constantly spam you with offers to buy in this advertising riddled mobile app casino. Pretending for a moment this isn't the evil of cancer manifesting itself on Steam with the intention of exploiting and entrapping PC gamers into gambling and debt, this is effectively and qualitatively a mobile app ported to PC, with locked resolution and poor quality 2D visuals, so it doesn't meet the standards for a PC game. But I'm pretty sure that being cancer personified is really more than enough reason to disqualify this one. Even though this is "free", it failed to appeal to the 120 million+ gamers on Steam. SteamDB showed the game peaked at only 9 concurrent players... this is a dismal public reception. This was so bad they couldn't even give it away, but I'm glad gamers had the common sense to see a scam for what it is. It's a shame Valve doesn't. Bearing in mind that free games don't add +1 to your game collector count, should you bother adding this to your library and downloading it? Nope. This isn't worth downloading. It's a scam.
The game's been around for at least 2-3 years. I decided to try it because it was free. Noticed that there's no "account" and therefore no running total of currency that stays with you. Each game you play, you're given a certain amount of bankroll to start with and different bet limits. Games it has currently: 4 different slot machines - rigged to win more often than not. Nothing special. Baccarat - Basic ruleset, if you enjoy Baccarat and like having a 100 bet limit, this game is for you. Roulette - It works from what I've seen, bet limit 100, I think? Craps - I had a 100 bet on Come end up getting parlayed to the 5, another 5 rolls, and I only gained 5 from it. I don't think those are correct odds.. should have been higher. This needs to be looked at a bit more carefully. Horse Racing - Pretty simple - 100 max bet on whatever horse you want to win, place, show. Money Jump - Pointless. Nothing to gain from playing this game, not even a real casino game. I give it a 4/10 rating. CasinoRPG is a much better game experience and it has more games than this.
